Two former high-ranking members of the U.S. government responsible for Foreign Policy and National Security urged the administration of President Barak Obama to provide military and economic assistance to Ukraine in the framework of “a strategic approach” that will allow the US to protect their interests in the region.

William Perry, the Minister of Defense in the administration of Bill Clinton and George Shultz, Secretary of state in the administration of Ronald Reagan, have stated their position in a joint article published in the Wall Street Journal.

Today, these former statesmen are senior researchers at Stanford University in California.

Former officials have strongly criticized the recent decision of Russia to send humanitarian convoy to the East of Ukraine, stating that with such actions Russia violates the territorial integrity of Ukraine and recedes from the Budapest Memorandum of 1994, according to which Moscow agreed to respect it.

“The situation requires attention and action, – write Perry and Shultz. – There is no necessity to send to Ukraine American troops, because this country has its own significant land forces. However, we – NATO or the USA, if NATO will refuse to do it – have to help the Ukrainians with the training and equipment that can improve the effectiveness of their troops and allow them to defend their country”.

“By our actions, we will help Ukraine and will also give Russia understand that we will protect our interests and interests of the countries, whose territorial integrity is under threat”, expressed former Ministers of the United States.

Perry and Shultz also consider that the USA should provide guarantees to the Baltic States, by placing troops in these countries on a rotational basis.

“We believe that there should be an independent Ukraine with inviolable territorial integrity, – they write. – To help Ukraine become a viable legal state with a thriving economy will be difficult, but extremely important task. This will be the best rebuff to Russia, and in the long-term prospect is the best stimulus for the development of similar events in Russia”.
